ESTA Denied at the Airport: Can You Still Board a U.S. Flight?
A Visa Waiver Program traveler generally needs approved ESTA authorization before boarding a carrier for VWP travel to the United States. If ESTA shows “Travel Not Authorized,” the traveler cannot simply use the Visa Waiver Program for that trip.

Approved ESTA Authorizes Travel, Not Admission
CBP explains that ESTA determines whether a Visa Waiver Program traveler is authorized to travel to the United States under the VWP.
ESTA approval allows the traveler to seek transportation and admission under the VWP; it does not guarantee admission after CBP inspection.
Travel Not Authorized Means No VWP Travel
CBP states that a traveler whose ESTA result is “Travel Not Authorized” is not authorized to travel to the United States under the Visa Waiver Program.
A Visa May Still Be Possible

DHS TRIP Does Not Guarantee an ESTA Fix
CBP notes that DHS TRIP is available as a redress mechanism, but there is no guarantee that a DHS TRIP request will resolve the VWP eligibility issue that caused an ESTA denial.
A Valid Visa Is Different From ESTA
CBP states that a traveler who possesses a valid U.S. visa for the intended purpose does not need ESTA for travel on that visa.
